The 3rd International Human Harmony Conference & Award 2026, organized by Human Harmony Nepal, recognized Dr. Man Bahadur Bishwakarma of Nepal in the category of Social Work for his outstanding contributions to governance, democratization, and inclusive public service delivery.

Dr. Bishwakarma is a distinguished academic and policy expert with extensive experience in governance and institutional strengthening. Holding a Ph.D. from Brandeis University and a Postdoctoral fellowship in Global Development, he has served as Senior Thematic Expert to Nepal’s Policy Research Institute and as Secretary for the Government of Nepal, shaping national policies and frameworks for sustainable governance.
His consultancy work includes designing fiscal frameworks, disaster management regulations, and capacity development programs for provincial governance. He has contributed impactful research for UNDP and Oxford Management Policy Limited, focusing on fiscal federalism, social inclusion, and gender budgeting, ensuring that governance systems remain equitable and responsive.
Dr. Bishwakarma’s leadership reflects the vision of SDG Goal 16: Peace, Justice, and Strong Institutions, by promoting inclusive governance, strengthening institutions, and advancing democratic values. His work continues to inspire policymakers, academics, and communities to embrace transparency, resilience, and justice.
